Stonor
The rebus shows a STONE minus the E and an ORC minus the C [REB14].
The 1991 Hunt had a Sherlock Holmes theme. The description of the dog is taken directly from The Hound of the Baskervilles, as is the Sidney Paget illustration [STON1]. Peppy is the name of the polar bear that is the mascot of Fox's confectionery [STON2]. The lines beginning He was a small, slim, clean-shaven, prim-faced man are also from The Hound of the Baskervilles except that the word WEARING has been substituted by sporting (Something seemed wrong) [STON3].
Some of the next lines are taken from The Valley of Fear [STON4] , in which there is a code using words taken from the pages of a book- similar to the code that follows here. The scrap of paper is a reference to a specific paragraph in The Hound of the Baskervilles. There is a link to an online version (and the one I used) from the underlined word this. p23.14 is a page reference (Strand magazine volume 23) and then there is a symbol indicating paragraph 7. In this the word Vixen (referring to Vixen Tor on Dartmoor) is word 50, so we need word 193, which is THRESHOLD [STON5].
